"Quick Change" Theft Suspect Surveillance Photos - Albany Police Case # 08-13146

The Albany Police Department is asking the public for help in identifying a "quick change" theft suspect.

On the afternoon of June, 26, 2008, a male suspect entered the Wells Fargo Bank located at 2100 SE Pacific Boulevard. The suspect asked a bank employee to exchange $1,700 in $50 bills for $1,700 in $100 bills. During the transaction, the suspect began to take more money out of a shirt pocket while putting money into a pants pocket in an attempt to distract the bank employee. The suspect did not get away with any money and left the bank

A few minutes later the same male suspect entered the downtown branch of Wells Fargo Bank located at 300 SW 1st Avenue. The suspect asked a bank employee to exchange $1,800 in $100 bills for $1,800 in $50 bills. During the transaction the suspect was able to short the bank employee $700, which he was able to make off with.

The male suspect is identified as approximately 50 years old, of Middle Eastern descent, with an accent described as possibly Arabic. He is further described as approximately 5'9" tall with an average build, dark complexion, and black thinning hair with a short ponytail. The suspect was described as wearing a white long-sleeved shirt, a gold watch with a black face, and a ring on a finger of his right hand. The ring is described as having multiple stones on the face of it, with one stone missing.

Fatal Motor Vehicle Crash - Albany Police Case # 08-13575
Albany Police - 07/02/08
On Wednesday, July 2, 2008, at 4:20 a.m., the Albany Police Department and Albany Fire Department responded to the 4500 block of NE Knox Butte Road on the report of a motor vehicle crash. The crash involved a 1990 GMC Safari Van and a 1992 Peterbilt log truck.

One of the six occupants of the GMC Safari Van was pronounced dead at the scene. The deceased occupant has been identified as 58-year-old Maria Ibarra of Lebanon.

The initial investigations revealed that 60-year-old Pedro Ibarra, his wife, two sons, a nephew, and a family friend were driving west on Knox Butte Road. 47-year-old Albany resident Dennis Lilly was backing his log truck out of his driveway onto Knox Butte Road when he saw the GMC Safari Van approaching. Dennis Lilly pulled his log truck forward into his driveway in an attempt to avoid a collision with the GMC Safari Van. The GMC Safari Van struck the trailer attachment on the back of the log truck and then struck a vehicle parked in an adjacent driveway.

Three of the surviving passengers were identified as brothers 19-year-old Jose Ibarra and 25-year-old Cesar Ibarra-Andrade; and 14-year-old nephew, Otoniel Ibarra. The fifth passenger's identity, a family friend, has not been confirmed.

Pedro Ibarra, Jose Ibarra, and the family friend were transported to local area hospitals for treatment of injuries sustained in the crash. Cesar Ibarra-Andrade and Otoniel Ibarra were checked by medics at the scene; however, they were not taken to the hospital.

The Multi Agency Accident Investigation Team (MAAIT) was called in to investigate the crash scene. Anyone with information regarding this crash is encouraged to call the Albany Police Department at 541- 917-7680

Sex Abuse Investigation - Albany Police Case # 08-13057
Albany Police - 06/27/08
On Thursday, June 26, 2008, at 10:19 a.m., Albany Police arrested 40-year-old Albany resident, Shawn David Jarvis, in connection with an on-going sex abuse investigation. Shawn Jarvis was arrested at his apartment located at 1861 SE 21st Avenue without incident and was later lodged in the Linn County Jail on the following charges:
• Attempted Rape in the First Degree
• Attempted Sex Abuse in the First Degree
• Sex Abuse in the First Degree
• Encouraging Child Sex Abuse in the Second Degree

This investigation began on Wednesday, June 25, 2008, at 3:17 p.m., when the Albany Police Department received two phone calls about Shawn Jarvis' strange behavior at Periwinkle Park located at 2289 SE 21st Avenue. It was reported that Shawn Jarvis was staring at young girls and asking their names and where they lived. Officers found Shawn Jarvis about 45 minutes later several blocks away from the park. Shawn Jarvis was interviewed at the Albany Police Department and was later released.

The investigation later revealed that Shawn Jarvis had taken a sexually explicit photograph and sexually touched a 5-year-old girl on June 24, 2008. This victim had been visiting a friend at the apartment complex where Shawn Jarvis lives when the abuse took place. The investigation further revealed that on Wednesday, June 25, 2008, Shawn Jarvis went to Periwinkle Park with the intention of sexually abusing a young girl.

The Albany Police Department is continuing to follow up on evidence that Shawn Jarvis has sexually abused other children over the past 20 years. Anyone with any information about Shawn Jarvis or additional victims is asked to contact the Albany Police Department at 541-917-7680.

Swanon Park Heroin Investigation
Albany Police - 06/25/08
On Wednesday, June 25, 2008, at 6:00 a.m., members of the Albany Police Department, assisted by the Linn County Sheriff's Department, Lebanon Police Department, Sweet Home Police Department, and the Linn County Regional SWAT Team, executed 3 simultaneous search warrants at residences surrounding Swanson Park in Albany.

Search warrants were executed at 337 SE 6th Avenue apartment 5, 338 SE 6th Avenue apartment 4, and 405 SE 6th Avenue. A month long investigation by Albany Police Narcotics Detectives revealed ongoing heroin distribution and heroin use in and around the Swanson Park area. Heroin, small quantities of marijuana and methamphetamine, and drug paraphernalia were seized pursuant to the search warrants.

The following Albany residents were arrested and lodged in the Linn County Jail as a result of this investigation and search warrants:
• 48-year-old Bruce Gordon Augustine – Unlawful Delivery of Heroin Within 1000 Feet of a School, Unlawful Delivery of Heroin, and Unlawful Possession of Heroin.
• 54-year-old Donna Kay Saulnier – Frequenting.
• 45-year-old Jeffrey Wayne Jackson - Unlawful Delivery of Heroin Within 1000 Feet of a School, Unlawful Delivery of Heroin, and Unlawful Possession of Heroin.
• 48-year-old Rhonda Lee Moore – Unlawful Possession of Heroin.

Albany Police Department 2008 Citizens' Police Academy

The Albany Police Department is accepting applications for the Fall Citizens' Academy held on Tuesday evenings from 6:30 p.m.-9:30 p.m., beginning September 2, 2008, through November 11, 2008. Two Saturday classes are also planned. The Academy is offered free to Albany citizens of all backgrounds and occupations who are 18 years of age or older and who pass a criminal background check. The Citizens' Academy is designed to promote awareness and understanding of the Albany Police Department's role in the community, the criminal justice system, and to educate citizens about the Department's daily functions and operations.

Citizens will be selected to attend 39 hours of interactive classroom and "hands-on" instruction. Topics include police officer selection, training, and duties; investigation skills; tactical operations; use of force and defensive tactics; canine procedures; firearms use; narcotics investigations; crime scene processing; and crime prevention. Students will be actively involved in a variety of educational and interesting activities.

Academy applications may be obtained at the Albany Police Department, 1117 Jackson Street SE, or download a copy from the Police link on the City website at http://www.ci.albany.or.us/police . Limited spaces are available. Applications must be returned to the Department no later than 5:00 p.m., August 18, 2008. Albany Police Arrest Car Prowl Suspects

On Wednesday, June 11, 2008, at 1:47 p.m., Albany Police arrested three suspects in connection with a recent rash of car break-ins. Albany Police, acting on a tip, identified 18-year-old Kayla Drake, 21-year-old Delbert Fenn, and 18-year-old Matthew Kline as responsible for at least seven car break-ins between May 26th and June 8th at the Albany Train Station located at 110 SW 10th Avenue.

Kayla Drake, Delbert Fenn, and Mathew Kline were lodged in the Linn County Jail on the following charges related to this investigation:
• 4 counts of Criminal Mischief in the Second Degree
• 2 counts of Criminal Mischief in the Third Degree
• 4 counts of Criminal Trespass in the Second Degree
• 1 count of Theft in the Third Degree

Hot Weather Expected Friday Through Early Next Week; Be Safe in The Heat

After an unseasonably cool spring and early summer temperatures are forecast in the upper 90's this weekend and early next week. It's important to remember some basic heat-related illness prevention tips, particularly for those who may be more vulnerable to extreme temperatures and persons working outdoors:



· BE PREPARED - be appropriately prepared for heat conditions (hat, clothing, water, sun protection, trip/activity plans),

· PREVENT PROBLEMS - drink water before you're thirsty, cover up and protect yourself from the sun, slow down, consider deferring activities until the temperatures fall, be careful with alcohol and caffeine beverages – they can dehydrate and worsen heat-related illness and vulnerability to heat related illness.

· DEFER PHYSICAL WORK - if you must get physical work done, do it early in the morning or later in the evening when temperatures are cooler and the sunlight is not so intense.

· LOOK AFTER OTHERS - look after each other and be alert to the signs of heat-related illness. Keep an eye on teammates, coworkers. Check on family, friends and animals that may be more vulnerable (elderly, children, people who are ill, people without air conditioning). Seek medical attention for signs of illness.

· NEVER leave children, frail persons or pets in cars or confined in hot places during hot weather, not even for a few minutes.



Be Safe in the Heat!

Vacationers are likely to be out in droves in the sun -- at the beach, on the lakes and rivers, picnicking in parks, hiking, biking, and barbecuing. Meanwhile, those who work outdoors - often performing strenuous physical work, generally continue to do so. Even if the mercury doesn't rise to the very top of the thermometer in the valley this week, remember that heat related illnesses can develop and become serious, even fatal, in a hurry.

INLAND TEMPERATURES WILL LIKELY REACH INTO THE 90S BEGINNING FRIDAY AND CONTINUING THROUGH THE WEEKEND...POSSIBLY EXTENDING INTO EARLY NEXT WEEK. SOME INLAND LOCATIONS COULD REACH THE UPPER 90S THIS WEEKEND.

General Heat Related Illness Prevention

Some general suggestions for unusually hot weather:

· Dress in cool, breathable clothing. Keep clothing as loose (versus form fitting and tucked in) as you can. Covering skin with lightweight, vented clothing can help avoid sunburn if you will be in the sun.

· Use sunscreen, eye protection (sunglasses) and a hat if you will be in the sun. Be extra careful of sunburn if you are in or on the water outdoors.

· Modify/reduce your activities - postpone heavy work or tackle it during cooler morning or evening hours if possible. Stay out of the direct sun as much as possible. Avoid strenuous activity, particularly in the hottest part of the day.

· Stay hydrated. Drink clear, non-alcoholic fluids throughout the day. Do not wait until you are thirsty to drink fluids, especially in high heat situations. Going bicycle, hiking, even walking? Be sure to take water (and other emergency supplies) with you!

· Rest often - preferably in the shade. If you begin to feel symptoms of heat exhaustion or heat stroke - stop what you are doing and take immediate action (see below).

· Keep an eye on coworkers, companions, animals, others who are with you. Remind each other to slow down, rest often, drink clear fluids, and to duck out of the sun.

· When temperatures rise, be sure to check on elderly, shut-in's, small children, persons with illnesses or special needs and animals to make certain they are alright -- particularly persons who do not have air conditioning.

· Never leave children in parked cars, even with the windows rolled down.

· Never leave pets in parked cars or confined spaces, even with the windows rolled down, or in places where they cannot get out of the sun. Be sure animals have an adequate supply of water and shade.

· Get medical help immediately for moderate to serious heat-related illness.


HEAT EXHAUSTION

Description: Fluid depletion caused by excessive sweating or inadequate replacement of water and electrolytes lost by sweating. Heat exhaustion is characterized by weakness, dizziness, or collapse during hot weather. It is sometimes called heat prostration or heat collapse and is a mild form of hypovolemia.

Warning Signs:

· Cold, clammy skin.

· Profuse sweating.

· Core temperature normal or slightly elevated.

Symptoms: Confusion, weakness, dizziness, thirst, blood pressure may be normal when lying, but drops when sitting up.

Prevention: Maintain adequate fluid intake. Vent excessive body heat.

Treatment:

· Remove individual to a cooler environment -- shade.

· Open or remove warm clothing.

· Lie the person down (before they fall down).

· Give fluids (water or dilute electrolyte replacement fluid) by mouth - only if the patient is fully conscious.


HEAT STROKE

Description: The overwhelming of the body's mechanism for getting rid of heat. With heat stroke, more heat is produced or retained than is lost. As a consequence, body temperature becomes dangerously high and if left untreated will result in death. Heat stroke is a true emergency.

Warning Signs:

· Skin is hot and dry (may not be sweating).

· Elevated body temperature (oral temperature greater than 103 degrees Fahrenheit / 30 degrees Centigrade).

· Rapid, strong pulse early becoming weaker as illness develops.

· As illness develops: 1) Injury to the nervous system including delirium, stupor, coma and seizure; and 2) Injury to gastrointestinal system including nausea, vomiting and diarrhea.

Symptoms: Victim is confused, weak, dizzy and possibly headachy.

Prevention: Maintain adequate fluid intake. Vent excessive body heat. Be vigilant of others.

Treatment: Remove heavy clothing and aggressively cool with water/evaporation -- particularly in the core area (trunk, neck). Evacuate to hospital as soon as possible. Maintain airway if unconscious.

Helicopter Crash on Mary's Peak- Update
Benton Co. Sheriff's Office - 06/17/08
At 7:15pm, this evening a call was received by Corvallis Dispatch Center reporting a helicopter crash near the towers on Mary's Peak. The person reporting said that her son had seen the crash and saw 2 people walk away from the scene to a near by campground for help. The identity of the two people involved is not known at this time.

Philomath Fire, Corvallis Ambulance and Benton County Sheriff's Office were dispatched to the scene. Only minor injuries have been reported.

The helicopter is a rental from Hillsboro Aviation Inc. and was coming from Troutdale.

The names of the persons involved in the accident have still not been released.

Access to Mary's Peak has been restricted pending the outcome of an investigation.

Mary's Peak Road is open.

The two men involved in the helicopter crash on Mary's Peak are Rory Kirkendall (dob 9/3/85) of Hillsboro, OR and Paul Oldenburg (dob 4/6/84) of Portland, OR.
Juvenile Arrested After Carrying Handgun into Public Building

July 2, 2008 / 5:00pm

On June 30, 2008 at approximately 9:15pm, the Corvallis Police Department responded to a report of suspicious activity involving a handgun at the Osborn Aquatic Center. An investigation into the incident revealed Tyler T. Pitzer obtained a .22 caliber handgun and ammunition from a gun safe at his parent's residence. Pitzer then took the weapon to the Osborn Aquatic Center where he showed it to other juveniles.

As juveniles heard of the incident, one reported the incident to a parent who notified law enforcement. During the investigation officers also learned Pitzer pointed the weapon at another male several times and threatened his safety if he told anyone of the incident.

Pitzer was charged with the below listed crimes and transported to the Oak Creek Juvenile Detention Center.

State fire marshal offers outdoor cooking fire safety tips
Oregon State Fire Marshal - 07/07/08
State Fire Marshal Nancy Orr reminds Oregonians to be fire safe during summer barbeques and cookouts to avoid tragedy during summer activities. From 2003 through 2007, there were 214 barbeque-related fires in Oregon. These fires caused more than $2.2 million in property loss.

"Cooking outdoors can be fun and following a few basic fire safety tips will help keep it that way," says State Fire Marshal Nancy Orr. "There are steps everyone can take to be fire safe when cooking outdoors."

• Only use propane and charcoal grills outdoors. If used indoors or in any enclosed space they pose a fire hazard and expose occupants to toxic gases.
• Place the grill away from siding and deck railings, and out from under eaves and overhanging branches.
• Place the grill a safe distance from play areas and foot traffic.
• Keep children and pets away from the grill area; declare a three-foot ‘safe zone' around the grill.
• If you use lighter fluid, never add it to a lit fire.

"It's easy to prevent fires from improperly disposed coals and ashes, says Orr. "Douse them with water and stir them until they are cool to the touch. Placing ashes in plastic, paper or wooden containers is a recipe for a fire."

In May, improperly disposed of ashes resulted in a fire at a Tualatin apartment complex causing $10,000 in damage. On June 28, in Vancouver a fire caused by ashes placed in a paper bag and stored on a wooden deck destroyed a 24-unit apartment complex and left 50 people without homes.

"These incidents were preventable," says Orr. These fires are examples of how carelessness can produce devastating results."

Fireworks - Keep it legal, keep it safe

The Office of State Fire Marshal (OSFM), Oregon fire service, natural resource agencies, Oregon fireworks wholesalers and safety experts encourage Oregonians to keep it legal and keep it safe when using fireworks. The 2008 Oregon fireworks sales season opens today, June 23 and the OSFM and their partners want everyone to be aware of the type of fireworks legal in Oregon, where these fireworks are permitted and the simple steps everyone can take to increase fireworks safety.

"Legal fireworks may be purchased only from Oregon permitted fireworks retailers and stands," advises State Fire Marshal Nancy Orr. "Regulations limit where those fireworks may be used. For example, fireworks are prohibited in all state parks, on all Oregon beaches, and in Federal parks and forests."

Oregon law bans possession, use or sale of fireworks that fly, explode or travel more than six feet on the ground or 12 inches into the air. Fireworks commonly called bottle rockets, Roman Candles, and firecrackers are ILLEGAL in Oregon.

Under Oregon law, officials may seize illegal fireworks and fine offenders up to $500 per violation. Those who misuse fireworks or allow fireworks to cause damage are liable and may be required to pay fire suppression costs or other damage. Parents are also liable for fireworks damage caused by their children.

The 331 reported fireworks-related fires in Oregon during 2007 is a 17 percent increase from the 255 fireworks-related fires in 2006. Total dollar loss from fireworks-related fires in 2007 is estimated at $1,443,659. Adults eighteen and older were responsible for 77 percent of fireworks-related fires last year and youths seventeen and younger were responsible for 23 percent of fireworks-related fires.

"All Oregonians share the responsibility to use only legal fireworks and use them carefully," adds Orr.

Steps to safer use of fireworks include:
• Be prepared before lighting fireworks: keep water available by using a garden hose or bucket.
• Be safe when lighting fireworks: keep children and pets away from fireworks.
• Be responsible after lighting fireworks: never relight a dud. Wait 15 to 20 minutes then soak in a bucket of water before disposal.

June 23 opens the fireworks sales season. Oregon law forbids possession, use or sale of fireworks that fly, explode or travel more than six feet on the ground or 12 inches in the air. Legal fireworks may be purchased only from Oregon permitted fireworks retailers and stands. OSFM has issued 725 retail fireworks permits, of these 330 are outdoor fireworks stands or tents. Bottle rockets, Roman candles, and firecrackers are ILLEGAL in Oregon.

All fireworks are prohibited in federal parks and forests, state parks and on all Oregon beaches.

Illegal fireworks can be expensive. Under Oregon law, officials may seize illegal fireworks fining offenders up to $500 per violation including possession of illegal fireworks and endangering life and property. Offenders may be arrested as well. Any fireworks causing damage or misuse of fireworks carries a liability for the offender, who may be required to pay for resulting fire or other damage. Parents, too, are liable for fireworks-caused damage by their children. Costs may include assessed fines as well as the cost of suppressing fireworks-caused fires.

The media event features live demonstrations on safer use of legal fireworks available this year. Using fireworks safely helps reduce injuries and costly fires.

Post Fourth of July Holiday Period Preliminary Statistics

Preliminary statistics indicates four people died in four separate fatal traffic crashes during the 78-hour Fourth of July holiday period in Oregon. The reporting period this year was from 6:00 p.m., Thursday, July 3rd, through 11:59 p.m., Sunday, July 6th.

Based upon confirmed information reported at this time from Oregon law enforcement agencies to ODOT's Fatality Analysis Reporting Unit (FARS), fatal traffic crashes occurred in Linn County (2 fatal crashes), Malheur County, and Coos County. Last year, 3 people died in three separate fatal crashes during a 30-hour reporting period. In 2005 and 2006 when there was a similar 78-hour reporting period, eight people died each year in Oregon fatal traffic crashes.

Oregon State Police (OSP) troopers responded to approximately 100 traffic crashes, one of which was a fatal crash in Coos County. Troopers also reported 94 DUII arrests, issued nearly 1300 speed-related citations and over 100 failure to use safety restraint citations, and assisted 477 disabled motorists.

Troopers contacted at various OSP offices all reported obvious reductions in traffic volume during this year's Fourth of July holiday weekend.

Surfer Injured at Cape Kiwanda

The following is a joint press release by the Tillamook County Sheriff's Office and the Oregon State Police (OSP).

On Sunday July 6, 2008, at approximately 9:51 AM, OSP Senior Trooper Doug Shugart of the McMinnville Area Command was checking Dory Boat fisherman off the beach at Cape Kiwanda.

Cape Kiwanda is home to a large Dory fishing fleet and is also a popular surfing location. Today the ocean was fairly rough with swells greater than nine feet, which provides great surfing, but poor visibility to Dory boats coming to shore.

Senior Trooper Shugart saw a Dory boat preparing to come to shore, then heard from citizens that the boat had struck a surfer. He located the injured surfer, bleeding from a left arm amputation, who was aided to shore by other surfers. The limb was recovered by a surfer. Senior Trooper Shugart began providing emergency medical care for the 14-year-old victim, COLE ORTEGA, of Bend.

The operator of the Dory boat was identified as DARREL MARTIN, age 55, of Beaver, OR.

Senior Trooper Shugart located an emergency room physician who was walking on the beach nearby. Senior Trooper Shugart transported the victim in his patrol vehicle to the main parking lot of Cape Kiwanda while the emergency room doctor provided care to ORTEGA. Shortly thereafter, ORTEGA was transferred to a Tillamook County Ambulance and was subsequently transported to the Tillamook County General Hospital.

ORTEGA had been surfing with his 16-year old sister and her boyfriend. Other members of ORTEGA'S family were on scene.

Due to high surf, numerous surfers and Dorys on the water, deputies from the Tillamook County Sheriff's Office and troopers from OSP requested that all surfers exit the water so Dorys could come to shore safely. Investigation revealed that there could be a possibility of additional surfers struck by vessels coming to shore during this high surf.

The Tillamook County Sheriff's Office Marine Patrol is conducting the investigation into the boating incident.

UPDATE - SERIOUS INJURY CRASH INVOLVING WRONG WAY DRIVER: EAST OF ARLINGTON, OR - PHOTOS
Oregon State Police - 07/06/08
Oregon State Police (OSP) is continuing the investigation into Saturday night's two vehicle head on crash involving a wrong way driver. The crash occurred on July 5, 2008, at 10:09 PM, on eastbound Interstate 84 at milepost 144, about seven miles east of Arlington.

According to OSP Trooper Mark O'Neill, two emergency calls were received that a white Toyota pickup was traveling westbound in the eastbound lanes on Interstate 84 at milepost 146. Minutes later, another emergency call reported that a crash had occurred. Trooper O'Neill arrived on scene about seven minutes after the crash and found that the Toyota pickup had crashed head on into a Mitsubishi Galant. He was able to provide emergency medical treatment to both drivers, who were the only occupants in their respective vehicles.

The driver of the Mitsubishi was identified as KELLEY BUNGER, age 34, from Apache Junction, AZ. BUNGER was reportedly driving to Oregon, from Arizona, to visit relatives. He was transported, via helicopter, to Kadlec Hospital in the Tri-Cities, WA area and later taken, via helicopter, to OHSU Hospital in Portland. Bunger continues to be listed as in critical condition. His next of kin were notified by Arizona law enforcement officers.

The driver of the Toyota was identified as MICHAEL O'TOOLE, age 39, from Aloha, OR. O'TOOLE received non-life threatening injuries and was transported by Arlington Ambulance to Good Shepherd Hospital in Hermiston.

Citizens contacted at the scene of the crash indicated that BUNGER had been traveling eastbound at speeds in excess of 90 mph. The events leading up to the crash are still under investigation. It is unknown if alcohol or drugs were a factor.

OSP was assisted at the scene by personnel from the Arlington Fire Department, the Gilliam County Sheriff's Office, and ODOT.

There are no additional details to report at this time.

Coos Bay Man Dies Following Single Vehicle Crash (Photos)
Oregon State Police - 07/06/08
On 7-6-08, at approximately 2:34 AM, a single vehicle fatality crash occurred on Highway 240 (Cape Arago Highway), at approximately milepost 5.9, at Tarheel Lane. The area is north of Charleston.

The crash resulted in the death of the operator, who was the lone occupant in the vehicle.

According to Trooper Freddie Dunlap, CHARLES HOUSTON TAYLOR JR., age 50, of Coos Bay, Oregon was operating a 1988 Chevrolet utility vehicle, traveling southbound on Highway 240. TAYLOR lost control of the vehicle, which left the roadway and struck a utility pole on the shoulder of the highway. The vehicle traveled down an embankment and overturned.

TAYLOR was not using safety restraints and was ejected. He had severe injuries and was pronounced deceased at the scene. It is unknown at this time if drugs or alcohol were factors in the crash.

Law enforcement officers at the scene thoroughly checked the area and used a hand held FLIR system in an effort to locate other potential occupants who could have been ejected. A FLIR system is a heat detection device that is often used to locate people in the hours of darkness.

Next of kin notifications have been made.

The Oregon State Police-Coos Bay Area Command is conducting the investigation and was assisted at the scene by the Coos County Sheriff's Office, Charleston Fire Department, ODOT, and Mast Brothers Towing.

There is no other information to report at this time.

Robbery Suspect Crashes After Attempt to Elude Officers on Interstate 205 (Photos)
Oregon State Police - 07/03/08
A 49-year old Canby man will be lodged in Clackamas County Jail by sheriff deputies after he was involved in a traffic crash attempting to elude deputies and Oregon State Police (OSP) troopers Thursday afternoon following a reported armed robbery of the Sterling Savings Bank in Happy Valley. Details regarding the initial incident and suspect information are released by Clackamas County Sheriff's Office (CCSO). Details regarding the crash are available in this news release.

According to CCSO, on July 3, 2008 at approximately 3:07 p.m. an officer assigned to an interagency task force spotted a 1994 Chevrolet 1500 pickup displaying Oregon license plates driven by MITCHELL SEAN COOLEY, age 49, from Canby, westbound on SE Sunnyside Road from the scene of a reported armed robbery. Deputies and OSP troopers began monitoring and attempting to stop the pickup as it tried to elude officers from SE Sunnyside Road and north on Interstate 205.

At 3:12 p.m., OSP Sergeant Tom Worthy operating a marked OSP Dodge Charger patrol car saw the suspect pickup northbound on Interstate 205 near Johnson Creek Boulevard and moved into position behind it as CCSO deputies were coming up from behind. The pickup drove left over and down the center grass median into the southbound lanes and was traveling at about 30 mph when Sergeant Worthy attempted to stop it using a tactical vehicle intervention maneuver.

After the patrol car impacted the pickup, the pickup struck a concrete barrier on the right side of the freeway, straightened out and continued driving across all three lanes. The pickup drove up the center grass median and over the top at an angle into the northbound lanes.

The Chevrolet pickup driven by COOLEY struck the left rear side of a 2001 Honda Odyssey van with eight occupants, and then crashed head-on with a blue 2006 Volkswagen Jetta four-door. After impacting the Volkswagen, the pickup struck the left rear corner of a slow moving IITR commercial driver training semi-trailer and stopped.

CCSO deputies and OSP troopers surrounded the pickup and detained the suspect at 3:20 p.m.

COOLEY reported possible injury and was transported in an ambulance with deputies to a local hospital for treatment before being lodged at Clackamas County Jail. Charges listed in a CCSO news release are Robbery in the First Degree, Felony Attempt to Elude in a Vehicle, Reckless Driving, and Parole Violation.

The Honda van's driver, GABRIEL ARANGO ORTIGOZA, age 25, from Gresham, was not injured. The van had five kids, ages 1 – 13, and two other adult women including his wife who was transported by AMR ambulance to a local hospital with minor injuries.

The student truck driver, JASON ALLEN GILBERT, age 31, from southeast Portland, was not injured. His instructor, LLOYD POTTER, age 68, from Welches, and two other student passengers were not injured.

The Volkswagen's driver, JARED M. WHITE, age 27, from northeast Portland, was not injured.

All northbound lanes were closed until about 5:30 p.m. when two lanes were re-opened. ODOT handled traffic-related decisions and detours.

Mobile DUII Processing Center Motorhome Rolles into Douglas County to Help Interagency DUII Holiday Enforcement (Photos)

Oregon's latest tool to help keep intoxicated drivers off our highways will be making another visit in Douglas County during the Fourth of July holiday weekend, including a visit in the Diamond Lake area as part of the national "Drunk Driving Over the Limit, Under Arrest" enforcement blitz.

About one year ago, Oregon State Police (OSP), Oregon Department of Transportation (ODOT), and other law enforcement agencies and partners rolled out a creative solution to help facilitate the processing of arrested DUII drivers and help get officers back on the road quicker. Through a $171,000 grant from ODOTs Transportation Safety Division, a 2007 36-foot Winnebago Voyage motor home was purchased with retrofitted equipment necessary to test and process intoxicated drivers.

The Mobile DUII Processing Center (MDPC) equipment includes three Intoxilyzer Model 8000 breath-alcohol testing equipment, three work stations with laptops and printers, and two temporary holding cells. The unit also includes emergency supplies, cell phones and radio communications equipment.

OSP Sergeant Lynn Withers brought the MDPC to help area law enforcement agencies while an estimated 3,000 to 4,000 visitors come to Diamond Lake for the holiday weekend. The MDPC has previously been used to help interagency efforts during events such as Oktoberfest, Paulina Rodeo, Seneca Oyster Feed, and Klamath County Thanksgiving holiday weekend.

"Having the Mobile DUII Processing Center motor home on site will help keep troopers, deputies, and U.S. Forest Service law enforcement officers in this area instead of having to drive the 140 mile round trip to Roseburg if they have to lodge someone or process an arrested intoxicated driver," said Withers.

On Saturday, the MDPC will also roll into Roseburg to help OSP troopers, Douglas County deputies, and officers from Roseburg, Sutherlin, Winston, and Myrtle Creek police departments to process impaired drivers.

Serious Injury Motorcycle Crash - Highway 20W near Santiam Pass Summit (Photos)

A Powell Butte-area motorcycle operator was seriously injured on Wednesday afternoon when he lost control after attempting to pass a commercial truck westbound on Highway 20W near the summit of the Santiam Pass.

According to Oregon State Police Trooper Rich Brannin, on July 2, 2008 at approximately 4:56 p.m., a 1999 Harley Davidson motorcycle operated by LARRY R. HENDERSON, age 61, from Powell Butte, was westbound on Highway 20W near milepost 81 when he attempted to pass a commercial truck on the right. HENDERSON lost control of the motorcycle, left the roadway, and struck two fog markers before coming to rest in the westbound slow lane.

Sisters Fire Department medics arrived and treated HENDERSON for serious injuries at the scene. HENDERSON, who was wearing a protective helmet, was taken by air ambulance helicopter to St. Charles Medical Center in Bend for treatment.

The crash is being investigated by troopers from the Oregon State Police Bend Area Command office. ODOT, Sisters Fire Department, Black Butte Police Department, and the Jefferson Co. Sheriff's Office assisted at the scene.

Produce Delivery Vehicle Crash - Interstate 5 in Salem Area (Photos)

A driver transporting produce was not injured Wednesday morning when his delivery truck struck a highway variable message sign and rolled onto its top, spilling produce and blocking northbound lanes of Interstate 5 in south Salem.

According to Oregon State Police (OSP) Senior Trooper Charlie Burdick, on July 2, 2008 at approximately 5:45 a.m. a produce delivery vehicle driven by DAVID SARMIENTO MEDINA, age 21, from Philomath, was northbound on Interstate 5 near milepost 250 when the driver reported he was distracted by smoke near his feet. When he looked back up he hit highway work zone orange barrels and a variable message board trailer. The vehicle continued into a ditch and rolled onto its top, spilling boxes of produce onto the freeway lanes.

SARMIENTO MEDINA was not injured.

Both lanes were blocked temporarily before one lane was reopened as ODOT, Salem Fire Department, and OSP remained on scene. No citations were issued.

ODOT reported 35 gallons of diesel fuel was pumped from the vehicle's tank and the truck has been marked with caution tape and signs because the vehicle will remain on the northbound shoulder until this evening when it will be righted and towed from the area. The final clean up may require lane closure beginning about 9:00 p.m.

ODOT and OSP advise motorists to drive cautiously through the area and not to be distracted by the wreckage scene.

Serious Injury Single Vehicle Crash - Highway 126E east of Springfield
Oregon State Police - 07/01/08
A Leaburg-area man received non-life threatening injuries Tuesday afternoon when he drove off Highway 126E and struck several trees down an embankment. Alcohol is a contributing factor and the driver was cited and released for Driving Under the Influence of Intoxicants.

According to Oregon State Police (OSP) Trooper Tom Hunt, on July 1, 2008 at approximately 4:45 p.m. a Dodge Neon driven by CORY DEAN WILSON, age 36, from Leaburg, was westbound on Highway 126E near milepost 22 when it drove off the right side of the highway. WILSON over-corrected, crossed the highway and drove off the eastbound shoulder down an approximate 30 foot embankment where it struck several trees.

WILSON was transported by air ambulance to Sacred Heart Hospital with non-life threatening injuries. He was cited and released for DUII.

OSP troopers from the Springfield Area Command office are completing the investigation. Traffic was able to continue through the area. ODOT and local fire personnel assisted at the scene.

Minor Injury Traffic Crash - Interstate 5 in Glenwood area

A Sellwood-area woman was injured late Tuesday afternoon when the car she was driving crashed into a commercial truck on Interstate 5 southbound near the Glenwood Exit at milepost 192. Alcohol was a factor in the crash and the freeway was partially closed both northbound and southbound for the collision for about 1 hour.

According to Oregon State Police (OSP) Trooper Jamin Van Meter on July 1, 2008 at approximately 3:15 p.m. a black Volkswagon Jetta driven by ANNETTE ELIZABETH MILLER, age 45, from Sellwood, was southbound on Interstate 5 near milepost 192 when it struck a southbound commercial truck driven by JOHN W. LINDSAY, age 44, from Highlands, California. The Jetta struck the flatbed trailer pulled by the truck resulting in the Jetta rolling onto its side and sliding along the concrete center divider, where it came to rest.

After being extricated from her Jetta by citizens who stopped and fire personnel, MILLER was transported by ambulance to Sacred Heart Medical Center with minor injuries. She was using safety restraints.

MILLER had been the subject of a driving complaint just prior to the crash and was reported to have been weaving, tailgating, and traveling at a high rate of speed, almost causing a crash prior to striking the commercial truck.

Subsequent to further investigation, OSP cited and released MILLER at the Hospital for Driving Under the Influence of Intoxicants (DUII) and Possession of an Open Container of Alcohol in a Motor Vehicle.

OSP troopers from the Springfield Area Command office are continuing the investigation. Eugene/ Springfield Fire Departments and ODOT assisted at the scene.

Kansas Rape, Kidnap, Robbery Suspect Possible Enroute to Oregon (Photos)

The following news release is being sent out at the request of Sedgwick County, Kansas Sheriff's Office to help located a fugitive from justice possibly headed to Oregon wanted in connection with the robbery, kidnapping and rape of a convenience store clerk last week.

ROBERT D. ABNER, age 39, is wanted out of Kansas on 7 counts of Rape, two counts of Aggravated Criminal Sodomy, one count of Aggravated Robbery and one count of Aggravated Kidnapping. ABNER is described as a white male, 6'00", 300 pounds, with brown hair and brown eyes. ABNER has had facial hair in the past but may have shaved and could still have several days' growth of beard.

ABNER is last known to be driving a dark blue or black 1995 Lexus SC 400 displaying Kansas license 573 AAM.

ABNER was reportedly born in Eugene. According to Sedgwick County Sheriff's Office he may possibly be enroute to Oregon where he may have several acquaintances in the area.

Anyone with information regarding ABNER's location in Oregon is asked to call 9-1-1 or Oregon State Police Northern Command Center dispatch at 800-452-7888.

Sandy Woman Injured by Black Bear (Photos)
Oregon State Police - 06/30/08
A Sandy-area woman received non-life threatening injuries late Sunday night when she encountered a black bear at her home according to Oregon State Police Fish & Wildlife troopers.

On June 29, 2008 at approximately 11:00 p.m., the 58-year old woman was at home about five miles northeast of Sandy when she heard noises coming from her back porch. Upon investigating the noises she opened her rear door and found the bear feeding on sunflower seeds stored in an aluminum garbage can. The bear swiped at her, injuring her on the arm, foot and thigh. The bear then ran off.

At about 3:00 a.m. early Monday morning, the bear returned but was scared off by the woman's husband who then called police. An OSP Fish & Wildlife trooper and two Clackamas County sheriff deputies responded to the couple's home but could not find the bear.

The woman suffered scratches and a puncture wound. She initially treated herself, and later sought medical attention at a local hospital.

Wildlife biologists from ODFW are working with OSP Fish & Wildlife troopers, and the USDA Wildlife Services to place a bear trap near the area of Coalman Road, northeast of Highway 26.

Because of the recent increase of bear and human encounters, ODFW reminds residents to not feed bears or any other wildlife. Feeding bears - even unintentionally by leaving garbage bins accessible - habituates them to people and makes them a public safety risk.

Oregon State Police and Wasco County District Attorney's Office is asking for the public's help in locating a 22-year old The Dalles area man who failed to appear Friday for a hearing related to rape, sodomy and sex abuse charges. The wanted suspect was not apprehended over the weekend.

ALEJANDRO MORALES MORALES, age 22, from The Dalles, was one of four suspects arrested related to a June 2007 rape in an orchard near The Dalles. Cases against three of the suspects have been adjudicated including convictions against two suspects last Friday following a jury trial. MORALES failed to appear June 27th for a suppression hearing in Wasco County Circuit Court and a judge issued a Failure to Appear arrest warrant.

Dangerous driving - especially involving impaired drivers - will be in the sights of Oregon police officers during the 78-hour Fourth of July holiday period starting 6:00 p.m., Thursday, July 3rd, through 11:59 p.m., Sunday, July 6th. High speed driving continues to also be a concern as reflected in last year's Oregon State Police (OSP) enforcement toward drivers traveling 100 mph and faster that showed the highest number of incidents happen in the summer months.

According to statistics provided by ODOT's Fatality Analysis Reporting Unit (FARS), the Fourth of July holiday period is the deadliest holiday period of the year. Since 1970, FARS statistics show 286 fatalities have occurred during Oregon's Independence Day holiday. Half of Oregon's fatalities were in alcohol-involved crashes. Nationally, July 4th is the second deadliest day of the year on America's roadways, mostly due to impaired driving.

"I hope every Oregonian has a safe and happy Fourth of July, and I want to remind people that driving impaired or riding with someone who is impaired is not worth the risk, and the consequences are serious and real," said Oregon Governor Ted Kulongoski. "Not only do you risk hurting yourself or someone else, but the trauma and financial costs of a crash or an arrest for driving while impaired can be really significant and not the way you want to celebrate the July 4th holiday."

Last year, 3 people died in three separate fatal crashes during a shorter than normal official period as the holiday was in the middle of the week. FARS statistics show 78-hour periods have been the deadliest for the Fourth of July holiday as reflected in following past reports:

19 fatalities – 1980
17 fatalities – 1977
12 fatalities – 1998
11 fatalities – 1971 and 1986

OSP Captain Gerry Gregg, director of the Patrol Services Division, emphasized the department's participation in OPERATION C.A.R.E. (Combined Accident Reduction Effort) through increased enforcement on those hazardous violations that are factors in traffic crashes on our nation's highways including intoxicated, reckless, and fatigued driving. Extra OSP troopers, county deputies and city police officers will be working to increase enforcement and assistance using ODOT-provided overtime grant funds aimed at highway safety dangers.

"Everyone should remember that we want to get through these potentially dangerous holiday periods without people being killed on our highways," said Captain Gregg. "As part of Operation C.A.R.E. one of our strategies will be to work cooperatively with Washington State Patrol and California Highway Patrol on enhanced patrol efforts all along the Interstate 5 corridor in hopes of ensuring safe travels for all throughout the holiday weekend."

Oregon is also experiencing the highest volume of highway construction in more than 50 years. Work will pause for the holiday, but work zones will still be marked and will still require slower speeds.

"Even if you're not in a work zone, driving requires that you pay attention to the task at hand," said Matt Garrett, director of the Oregon Department of Transportation. "We want everyone to have a safe, enjoyable holiday weekend."

A recently completed OSP review of high speed enforcement during 2007 showed nearly half of the drivers cited for driving 100 mph or faster happened during May - August. Speeding drivers are a real concern and impact highway safety as excessive speed is a factor in half of all traffic fatalities, and the only factor in about 30 percent of these crashes in Oregon. Crash severity increases sharply with speeds in excess of 60 mph, and the probability of fatal injury increases sharply above 70 mph.

The OSP enforcement review showed troopers cited 494 drivers for driving 100 mph or faster in 2007, a slight drop of nearly 8 percent of drivers cited in 2006. OSP enforcement statistics reflected increased citations in 70 – 79 mph and 80 – 89 mph speed ranges but slight decreases in the 90 – 99 mph and 100 mph plus categories. Three drivers recorded the highest OSP-cited speed of 139 mph, but in one case Morrow County Sheriff's Office checked one driver at 153 mph on Interstate 84 that led to an attempt to elude from police before officers were able to spike a tire and bring the incident to a safe ending near Hermiston.

The enforcement review also showed:

* OSP dispatch center reported driving complaints rose from 22,700 in 2000 to over 49,000 in 2007, an average of 135 per day and 5.6 per hour. In 2006, there were nearly 42,000 reported driving complaints.
* Since 2000, over 4,100 drivers have been cited for going 100 mph or faster.
* During calendar year 2007, DMV posted 428 court ordered suspensions for speeding while driving over 100 mph. This is an increase from the previous year when 405 suspensions were ordered by the court.
* Enforcement statistics reflected drops on Interstate and secondary state highways.
* Interstate 5 had two sections with notable increases occurring from Oregon/California border to Grants Pass and Cottage Grove to Eugene.
* Interstate 84 had a notable increase in the section between Hood River and Biggs Junction, and a significant drop in the section between Baker City and Oregon/Idaho border.
* Highway 97 noted more than a 50 percent increase with nearly 60 % of these drivers cited in the section between Highway 58 and the Oregon/California border.

The Oregon State Police and Oregon Department of Transportation offer the following safety reminders for holiday travel:

* Be watchful for emergency vehicles displaying required warning lights and using emergency equipment. Yield when required and maintain a safe distance when they are working on our highways.
* Get plenty of rest before starting out. Fatigued drivers are more frequent during holiday weekends because of increased travel and activity. Allow plenty of time to reach your destination.
* Expect the unexpected. Be informed and prepared when traveling on any of our highways.
* When traveling anywhere, plan ahead and taken known routes if possible. For road conditions in Oregon, call 5-1-1 or (800) 977-ODOT (6368). Outside Oregon, dial (503) 588-2941. Visiting TripCheck.com on the Internet provides information on road and weather conditions, incidents and traffic delays, and links to numerous cameras along major routes.
* With nicer weather and rising gas prices, more motorcycles and bicycles are being used on our highways. Be on the lookout and keep from being distracted from your driving task.
* If considering a remote route that you have never traveled on, don't hesitate to contact available road and weather condition phone number or Internet resources, or contact police or highway department officials.
* Be aware that many road construction projects are underway around the state. The scope of work zones is projected to continue to increase through implementation of the Oregon Transportation Improvement Act, the biggest overhaul and modernization of Oregon highways and bridges in decades.
* Even when workers are not present, all work zone speed limits still apply and fines double. Inactive work zones still have equipment, detours, and incomplete changes in the roadway so drivers need to slow down and be alert.
* Always use safety restraints and child safety seats correctly.
* Don't drink and drive.

Time Correction - Injury Crossover Traffic Crash - Interstate 5 in Eugene area (Photos)

Four people received non-life threatening injuries in a multi-vehicle crash Friday morning on Interstate 5 in the Eugene / Springfield area. One of the involved vehicles drove over the concrete center barrier and struck the other vehicles in the crash that closed the southbound lanes for about two hours.

According to Oregon State Police (OSP) Senior Trooper Steve Thrapp, on June 27, 2008 at approximately 11:15 a.m. a 1996 Chevrolet pickup pulling a 25-foot travel trailer was being operated by WENDY D. TAMS, age 44, from Coos Bay, northbound on Interstate 5 near milepost 192. The travel trailer reportedly began to sway dramatically as TAMS steered in an attempt to control the trailer, but she was unable to do so and her pickup struck the median barrier.

The pickup separated from the travel trailer, continued over the concrete barrier into the southbound lanes where it landed on the hood of a 2000 Toyota Celica driven by SHELBY J. KYTOLA, age 21, from Roseburg. After impacting the Toyota, the pickup continued across the southbound lanes and was struck in the driver's side by a northbound 2004 Peterbuilt truck driven by ALFONSO PEREZ III, age 41, from San Antonio, Texas.

The travel trailer came to rest on its side blocking the left northbound lane.

The Chevrolet and Toyota were extensively damaged and all southbound lanes were blocked.

TAMS and an 18-year old male passenger, ROBERT LAYNE from Coos Bay, had minor injuries. They were later transported by an OSP trooper to Sacred Heart Hospital for an evaluation.

KYTOLA and his 18-year old female passenger, KEELY NEWMAN from Roseburg, had non-life threatening injuries. Both were transported by Eugene Fire ambulance to Sacred Heart Hospital.

PEREZ was not injured.

All involved vehicle occupants were using safety restraints. The Toyota's airbags deployed in the crash.

OSP troopers from the Springfield Area Command office are continuing the investigation. Eugene Fire Department and ODOT assisted at the scene.

Motorcyclist Injured Avoiding Deer on Highway 97; Safety Reminders About Wildlife on or near Highways (Photos)

A La Pine-area woman was seriously injured Wednesday when she lost control of her motorcycle trying to avoid a deer crossing Highway 97 about one mile south of the Paulina Lake Junction in central Oregon.

According to Oregon State Police (OSP) Sergeant Eric Brown, on June 25, 2008 at approximately 11:48 a.m., DENISE HATCH, age 53, from La Piine, was operating a 1992 Harley Davidson motorcycle southbound on Highway 97 near milepost 162. According to witnesses a deer ran across the road from west to east causing HATCH to react by putting her motorcycle into a skid for several feet before being laid onto its side. The motorcycle slid approximately 21 feet before coming to a stop on the shoulder.

HATCH, who is described as a very experience motorcyclist, was ejected from the motorcycle. It is believed her half-shell helmet came off her head while sliding on the asphalt.

HATCH was transported by Air Life to St. Charles Medical Center in Bend with non-life threatening injuries.

Highway 97 was closed about 30 minutes.

Deschutes County Sheriff's Office, La Pine Fire Department, and ODOT assisted at the scene.

The Oregon State Police and ODOT would like to remind all drivers of the possible dangers associated with animals on or near our highways. The following driving tips are offered as it relates to animal encounters on or near the highway:

1) Be attentive at all times, especially sunset to sunrise for any potential hazard on or near the highway.
2) When driving in areas that have special signs indicating the possible presence of animals/wildlife use extra caution because these signs are posted for a reason.
3) Remember that the presence of any type of animal/wildlife could also mean that others are nearby.
4) When you see an animal/wildlife near or on the roadway, reduce your speed and try to stay in your lane. Many serious crashes are the result of drivers swerving to avoid wildlife or other obstacles and they crash into another vehicle or lose control of their own vehicle.
5) When driving a passenger vehicle, always wear your safety belt because any collision could result in serious injuries.

Commercial Truck Loaded with Fireworks Crashes in Pendleton Area (Photos)

A commercial truck loaded with fireworks overturned onto its side Tuesday morning in the Pendleton area spilling its load and closing one lane of Interstate 84 for about 6 1/2 hours.

On June 24, 2008 at approximately 9:06 a.m. a 2006 Volvo truck pulling a semi-trailer loaded with fireworks was westbound on Interstate 84 near milepost 209 crossing the Umatilla River Bridge when, for unknown reasons, it veered right and struck the bridge guardrail. The combination of vehicles impacted the guardrail for about 275 feet as it crossed over the bridge and drove off the roadway onto the right shoulder where it overturned on its left side. The semi-trailer split open and spilled a portion of its cargo.

Driver DALE PLUMB, age 60, from Sparta, Missouri, received minor injuries and was transported to St. Anthony's Hospital by Pendleton Fire & Ambulance. PLUMB told the investigating Oregon State Police (OSP) trooper that he doesn't remember the crash happening. He was treated and released.

Interstate 84 westbound was closed to one lane for about 6 1/2 hours while the cargo was transferred to another trailer and the vehicles removed.

ODOT, Pendleton Police Department, and Pendleton Fire & Ambulance assisted. No citations were issued.

Correction to Update: Names Released - Fatal Traffic Crash - Highway 221 near Hopewell Road north of Salem

One person was killed and another seriously injured in a three-vehicle fatal traffic crash Tuesday evening on Highway 221 north of Salem. Troopers are still seeking contact with two occupants of a third vehicle who reportedly walked away from the scene before they could be identified.

According to Oregon State Police Sergeant Dale Young, on June 24, 2008 at approximately 7:07 p.m. a green 1997 Ford Escort four-door driven by SEPTEMBER MARIE HAWKS, age 50, from southeast Salem, was northbound on Highway 221 near milepost 12 when it attempted to pass a vehicle in a no passing zone. The Ford clipped a northbound travel trailer and continued into the southbound lane where it crashed head-on with a 2004 Harley Davidson motorcycle operated by BRIAN RON BEHLING, age 47, from Salem.

After initial impact the motorcycle was struck by a southbound gray 1991 Toyota Tercel with two unidentified occupants. The motorcycle and Toyota both caught fire, but the Toyota's two occupants were able to get out with the assistance of people who stopped at the scene.

BEHLING was pronounced deceased at the scene. He was wearing a protective helmet.

HAWKS was seriously injured. She was transported by LifeFlight to Oregon Health Sciences University in Portland. She is reported in critical condition. Witnesses reported HAWKS' car was driving erratically.

Dayton Fire Department personnel responded and extinguished the fire.

After remaining at the scene for a few minutes, the Toyota's two occupants were seen walking away southbound from the scene and have not been identified. They are only described as two Hispanic males. Investigators need to interview both men and they are asked to call Oregon State Police Northern Command Center dispatch at 800-452-7888.

Highway 221 was closed about 4 1/2 hours. ODOT and other local emergency responding agencies assisted at the scene.

Traffic Stop Leads to Discovery of 8 Pounds of Marijuana - Interstate 5 near Ashland (Photos)

Two Washington State men were arrested Tuesday morning when Oregon State Police (OSP) troopers found about 8 pounds of marijuana in a pickup during a traffic stop on Interstate 5 near Ashland.

On June 24, 2008 at approximately 6:20 a.m. an OSP senior trooper stopped a 2003 Chevrolet Sonoma pickup displaying Washington license plates for a speed-related violation northbound on Interstate 5 near milepost 10. The two pickup occupants were identified as driver BRYAN BANNING, age 24, from Lake Stevens, Washington, and passenger GRIFFIN THOMPSON, age 20, from Marysville, Washington.

Subsequent to the traffic stop, troopers found a small amount of marijuana in the pickup's passenger compartment. With the assistance of an OSP drug detection canine, troopers discovered approximately 8 pounds of marijuana inside a large tote in the pickup bed area. Estimated value of the seized marijuana is nearly $25,000.

BANNING and THOMPSON were both taken into custody for Unlawful Manufacturing, Possession, and Distribution of a Controlled Substance – Marijuana. Both were lodged at Jackson County Jail.

Correction: Fatal Traffic Crash - Highway 126E east of McKenzie Bridge

A Redmond area man died Monday night in a single vehicle crash on Highway 126E about thirteen miles east of McKenzie Bridge.

According to Oregon State Police (OSP) Senior Trooper Blaine Hlebechuk, on June 23, 2008 at approximately 9:10 p.m. a 2006 Chevrolet Cobalt four-door driven by KENNETH GENE SORENSON, age 56, from Redmond, was westbound on Highway 126E near milepost 9 when it lost control negotiating a curve and traveled across the highway into an embankment. The car rolled and came to rest on its top.

SORENSON was pronounced deceased at the scene. He was using safety restraints.

OSP troopers from the Springfield Area Command office are completing the investigation. Local emergency responding agencies and ODOT assisted at the scene.

Update: Photo Released - Double Fatal Traffic Crash - Highway 199 south of Grants Pass

Two people died and two children were seriously injured Sunday evening in a two-vehicle head-on crash on Highway 199 about 24 miles south of Grants Pass.

On June 22, 2008 at approximately 6:53 p.m. a Mitsubishi 3000 two-door driven by AZLAN BREEZE, age 24, from Cave Junction, was southbound on Highway 199 near milepost 24 when, for unknown reasons, it crossed into the northbound lane and crashed head-on with a 2005 Kia Amanti driven by CAROLYN CALKINS, age 61, from Talent. Both operators were pronounced deceased at the scene.

The Kia's right front passenger, TRACY JACKSON, age 13, from Medford, was seriously injured and transported by ambulance to Three Rivers Hospital in Grants Pass. Right rear passenger, GERALDO RODRIGEUZ, age 12, from Medford, was also seriously injured and transported by air ambulance to Rogue Valley Medical Center in Medford.

Safety restraint use information is not available.

Highway 199 was closed in both directions for about four hours.

Oregon State Police troopers from the Grants Pass and Central Point offices are continuing the investigation.

ODOT, Illinois Valley Fire, Fire District #1, AMR Ambulance, Mercy Flights Air Ambulance, Josephine County Sheriff's Office, Josephine County District Attorney's Office, Medford Police Department, and State Medical Examiner's Office assisted at the scene and with the investigation.

Update #2: Photograph of Fatal Crash Victim Released to Help With Next of Kin Notification

Oregon State Police has confirmed next of kin were notified in Utah of the victim killed last Sunday morning in a single motor vehicle crash southbound on Interstate 5 about five miles south of Grants Pass.

On June 15, 2008 at 6:05 a.m. a 1993 Dodge Caravan driven by RONALD HUMPHREYS, age 67, was southbound on Interstate 5 near milepost 51 when, for unknown reason, it left the roadway and drove onto the gravel shoulder. HUMPHREYS attempted to regain control of the van, veered back onto the highway it skidded and rolled several times. The van came to rest on the west side of the freeway between two trees.

HUMPHREYS was ejected from the van and pronounced deceased at the scene. He was identified by the Jackson County Medical Examiner with the OSP's assistance.

Portland man arrested following high speed pursuit in Eugene area

Oregon State troopers from the Springfield and Albany Area Commands arrested a Portland man this evening following a high speed pursuit in the Eugene area.

About 7:20 PM, the Oregon State Police began to receive numerous calls from motorists complaining about a motorcycle being driven southbound on I-5 from the Albany area at speeds over 100 MPH.

OSP troopers from the Albany and Springfield offices set up for the motorcycle and it passed the troopers just north of Coburg. When the troopers attempted to stop the motorcycle, the driver accelerated to over 100 MPH in an effort to elude the troopers.

The OSP troopers were joined by officers from the Coburg, Springfield, and Eugene police departments as the motorcyclist drove through all three cities in an effort to get away. The pursuit ended when the motorcyclist turned down a dead end street in Eugene and laid his motorcycle over while trying to turn around in a gravel parking lot.

Torey John Hernandez, 39, of Portland was taken into custody without incident and lodged at the Lane County jail on charges of Driving While Suspended, Attempting to Elude, Reckless Driving and Reckless Endangerment.
Five people injured in roll over crash north of Roseburg
Oregon State Police - 06/20/08
Three children sustained minor injuries and two adults were seriously injured, one critically, in a roll over collision on I-5 in the Sutherlin area this afternoon.

Around 1:35 PM, a Ford F-150 pick up truck towing a 25 foot travel trailer was being driven northbound on I-5 near milepost 139 by Deborah Willis, 41, of Roseburg. Willis was accompanied in the pick-up by Denise Galusha, 51, of Roseburg as well as a three year old boy, and five year old boy, and a seven year old boy. The seven year old is the son of Galusha while the three year old and the five year old are the sons of Willis.

According to witnesses, the Ford was northbound on I-5 in the left lane passing an empty log truck when the travel trailer began to sway back and forth. Willis was unable to correct the sway and the trailer overturned, causing the pick up to overturn as well.

Galusha was transported by Life-Flight to Legacy Emanuel hospital in critical condition. Willis was taken by ground ambulance to Mercy Medical Center in Roseburg with serious injuries. The three children were treated for minor injuries and released.

All five occupants were using proper safety restraints, including seat belts and child seats. Alcohol does not appear to be a factor in the collision and no citations have been issued. The right lane of I-5 was closed for about an hour but the freeway remained open. OSP Troopers from the Roseburg Area Command were assisted at the scene by ODOT, Oakland Fire, Sutherlin Fire, and Sutherlin Police.

Serious Injury Motorcycle / Dump Trailer Crash - O'Neil Highway east of Redmond (Photos)

A 34 year-old Prineville man was seriously injured Wednesday morning while riding his motorcycle in a two vehicle crash on O'neil Highway (Highway 370) about 5 miles east of Redmond.

On Wednesday June 18, 2008 at approximately 7:40 a.m. a green 2007 Harley Davidson Motorcycle driven by SIMON DELERY, age 34, from Prineville was traveling westbound on O'neil Highway approaching Lone Pine Road when he struck a Dump Truck trailer within the westbound lane of travel.

At the time of the collision the 1998 Kenworth Dump Truck and Trailer owned by Knife River Resources were negotiating a left turn onto Lone Pine Road from O'neil Highway. The Dump Truck had cleared the intersection and the rear trailer was in the process of negotiating the left turn, remaining within the intersection at the time of the collision.

The Dump Truck driven by TAYLOR RITCHES, age 26, from Redmond, was reportedly wearing safety restraints and not injured at the time of the collision.

DELERY received serious injuries resulting from the crash and was taken by air-ambulance to St. Charles Medical Center in Bend. He was reportedly wearing a helmet.

O'neil Highway was shutdown for approximately an hour during the investigation.

Oregon State Police Trooper from the Prineville worksite responded to the scene and are investigating the crash. Members from the Crook County Sheriffs Office, Oregon Department of Transportation, and Deschutes County emergency personnel assisted at the crash scene.

Fatal Traffic Crash - Highway 82 / Wallowa (Photos)

A Lostine, Oregon man died Wednesday afternoon when his pickup left Highway 82 in Wallowa and struck a power pole. Preliminary investigation suspects a pre-crash medical problem as a possible contributing factor.

According to Oregon State Police (OSP) Lieutenant Dave MacManiman, on June 18, 2008 at approximately 1:47 p.m. a 1995 GMC pickup driven by JERRY WAYNE HUFF, age 67, from Lostine, was eastbound on Highway 82 near 3rd Street in Wallowa when it drove onto the south shoulder and struck a Pacific Power Company power pole, sheering the pole off.

HUFF was pronounced deceased at the scene.

OSP troopers from the Enterprise work site are continuing the investigation. Wallowa County Sheriff's Office, local emergency responders, and ODOT assisted.

Former ODFW Education Services Section Manager Arrested, Arraigned on Theft, Forgery, Official Misconduct Charges (Photo)

A former Education Services Section Manager for Oregon Department of Fish & Wildlife (ODFW) was arraigned Monday in Marion County Circuit Court following his arrest last week by Oregon State Police (OSP) related to allegations of theft, forgery, and official misconduct.

KENNETH R. CONDON, age 33, currently residing in Blackfoot, Idaho, was arrested June 13, 2008 at a Salem area residence on a Marion County arrest warrant charging Theft in the First Degree (4 counts), Forgery in the First Degree, and Official Misconduct in the First Degree (2 counts). CONDON was lodged in Marion County Jail and posted bail the following day. During an arraignment on June 16th, a release agreement was completed allowing CONDON to continue to reside in Idaho pending a future court appearance scheduled for 1:30 p.m. on July 15th.

CONDON was employed by ODFW from June 2004 to June 2006 when he resigned from the agency. In May 2007, OSP Fish & Wildlife Division conducted a four-week investigation after ODFW managers suspected CONDON had stolen over $8,000 worth of various sporting good items and construction type tools from their agency. The investigation was forwarded to the Marion County District Attorney's Office resulting in a warrant issued for CONDON's arrest.

On June 13th, OSP Detective Josh Brooks, who conducted the investigation when he was assigned in the OSP Fish & Wildlife Division, spotted CONDON at a Salem-area residence and took him into custody.

Theft First Degree and Forgery First Degree are both a Class C Felony, punishable by a maximum term of imprisonment of 5 years and a fine not exceeding $125,000.00.

Official Misconduct First Degree is a Class A Misdemeanor, punishable by a maximum term of imprisonment of one year and a fine not exceeding $6,250.00.

Serious Injury Crash - Highway 51 near Independence (Photos)

Two people were seriously injured Monday afternoon, including one person on a bicycle, in a multi-vehicle crash on Highway 51 near Independence.

On June 16, 2008 at approximately 1:30 p.m. a 2008 Nissan Altima driven by WILLIAM NGUYEN, age 26, from Dallas, was northbound on Highway 51 near milepost 4 slowing to turn left onto Rogers Road. A trailing northbound 1991 Toyota Celica driven by COOPER FRANK, age 20, from Banks, apparently did not see the slowing Nissan and was unable to stop. To avoid a collision the Toyota swerved left into oncoming traffic, clipping the Nissan's left rear corner and then crashed head-on with a southbound 2005 Chevrolet Silverado pickup driven by BERT BARTHOLOMEW, age 37, from Salem.

After impact, the Chevrolet slid to the right shoulder ditch where it sideswiped a southbound BMX bicycle ridden by ALLIO BIONDI, age 18, from Independence.

BIONDI and FRANK were both transported to Salem Hospital with serious injuries. NGUYEN, BARTHOLOMEW and his 8-year old son were not injured. All involved was using safety restraints.

The highway remained closed for approximately 3.5 hours while troopers reconstructed the scene. Assistance was provided at the scene by Polk County Sheriff's Office, Polk County Fire personnel, and ODOT.

The investigation is continuing.

Update: Suspicious Death Investigation - Kinnisso Dhiboo (Photos)

An autopsy performed Monday morning at the Oregon State Medical Examiner's Office on a Gresham-area man found deceased Saturday night along Highway 18 in the Van Duzer Corridor of Tillamook County was inconclusive. No cause of death has been determined and toxicology tests are pending to assist in the investigation.

KINNISSO GEMACHU DHIBOO, age 32, from Gresham, was the subject of a Portland Police Bureau missing person report on June 13th. Last seen around midnight, June 12th, DHIBOO was believed to be operating his black 1996 Infiniti J30 four door displaying Oregon license ZGK 474. The vehicle has not been located and is now listed as a stolen vehicle.

DHIBOO was seen that night with an unidentified late teen/early 20's female described as light skinned, thin build, 5'6" – 5'8" tall, with dark colored shoulder length hair.

On June 14, 2008 at approximately 10:00 p.m. Oregon State Police (OSP) responded to a report that a man walking his dog in a wide turnout on Highway 18 near milepost 11 found a body over the edge of the highway that subsequently was identified as DHIBOO.

Update: Photos - OSP-Involved Traffic Crash - Interstate 5 in south Salem Area

An Oregon State Police (OSP) trooper and another motorist received very minor injuries Sunday evening when they were involved in a two-vehicle crash southbound Interstate 5 in the south Salem area. At the request of OSP, Salem Police Department is completing the investigation.

According to OSP Sergeant Dale Young, on June 15, 2008 at approximately 6:47 p.m. OSP Trooper Steve Hinkle was in a marked OSP 2003 Ford Crown Victoria patrol with at least overhead emergency lights activated southbound on Interstate 5 near milepost 248 to a reported grass fire near milepost 242. The grass fire was discovered by an OSP detective driving in the area who had requested additional assistance.

As the trooper was southbound in the left lane passing a 2006 Buick four-door in the right lane, the Buick started to change lanes and struck the right side of the OSP patrol car causing both vehicles to lose control. The OSP patrol car spun around and came to rest against the center median partially blocking the left lane. The Buick went off the freeway and came to a stop in some nearby trees.

Trooper Hinkle, age 27, was using safety restraints and taken by another trooper to Salem Hospital where he was evaluated and released.

The Buick's driver, THOMAS L. MOREHEAD, age 65, from Albany, was using safety restraints and had minor injuries. He refused to be taken to a hospital.

Salem Police Department conducted the initial investigation and cited MOREHEAD for Failure to Maintain a Lane of Travel and Failure to Yield to an Emergency Vehicle.

ODOT and local fire personnel assisted at the scene. One southbound lane was closed about 90 minutes.

Fatal Traffic Crash - Interstate 5 south of Grants Pass

One person died Sunday morning in a single motor vehicle crash southbound on Interstate 5 about five miles south of Grants Pass. The victim has not been positively identified.

On June 15, 2008 at 6:05 a.m. a 1993 Dodge Caravan driven by an unidentified adult male was southbound on Interstate 5 near milepost 51 when, for an unknown reason, it left the roadway and drove onto the gravel shoulder. The driver attempted to regain control and veered back onto the highway before losing control. The van skidded and rolled several times before coming to rest on the west side of the freeway between two trees.

The male operator was ejected from the vehicle and was pronounced deceased at the scene.

Oregon State Police (OSP) Troopers from the Central Point Area Command office are continuing to investigate the cause of the crash and attempting to identify the victim.

Any witnesses related to this investigation are asked to contact the OSP Southern Command Center dispatch at 1-800-442-2068.

OSP was assisted at the scene by ODOT, Jackson County Fire Department #2400, and the Jackson County Medical Examiner's Office.

A Gresham-area man reported missing to Portland Police Bureau Friday night was found deceased Saturday night along Highway 18 in the Van Duzer Corridor of Tillamook County. The public is asked for their assistance to help find the victim's missing vehicle and information related to this investigation.

Oregon State Police investigators working in conjunction with Portland Police Bureau, Tillamook County District Attorney's Office, and Oregon State Medical Examiner's Office report no obvious signs of a cause of death and an autopsy is scheduled Monday.

On June 14, 2008 at approximately 10:00 p.m. Oregon State Police (OSP) responded to a report that a man walking his dog in a wide turnout on Highway 18 near milepost 11 found a body over the edge of the highway. The citizen originally reported the discovery 90 minutes earlier but provided an erroneous location on Highway 101 where troopers responded to but could not confirm the report. Upon receiving the second call, OSP troopers and detectives responded to the location and confirmed the discovery.

Preliminary investigation identified the man as KINNISSO GEMACHU DHIBOO, age 32, who was listed as a missing person the night of June 13th. DHIBOO was last seen around midnight, June 12th, and was believed to be operating his black 1996 Infiniti J30 four door displaying Oregon license ZGK 474. The vehicle has not been located and is now listed as a stolen vehicle.

Update: Worker Transport Rollover Crash Seriously Injures Several - Interstate 84 east of Boardman (Photos)

Oregon State Police (OSP) is continuing the investigation into Saturday afternoon's rollover crash involving a worker transport van on Interstate 84 about eight miles east of Boardman. Troopers confirmed the van contained 16 total occupants, including the driver who was cited related to the crash.

According to OSP Sergeant Allan Muhs, on June 14, 2008 at approximately 5:00 p.m. a 1981 Dodge extended van driven by ABRAHAM ROSAS VADOVINOS, age 44, from the Hermiston/Umatilla area was eastbound on Interstate 84 near exit 171 when a tire failure occurred on the left rear tire. The driver lost control veering slightly to the right, over-corrected back to the left causing the van to begin to rotate counter clockwise and move across both eastbound lanes. The van entered into the center median where it tripped and rolled at least 1 1/2 times before coming to rest on its top.

Passengers included 11 men and four women between the ages 21 and 51.

All occupants in the vehicle were transported to Good Shepherd Medical Center in Hermiston. One passenger identified as FRANCISCO AMBEROCIO GERONIMO, age 24, was subsequently flown by Life Flight to Oregon Health Sciences University in Portland with critical injuries. Two other critically injured persons were being treated at Good Shepherd along with the less seriously injured.

Preliminary investigation indicates none of the occupants were using safety restraints in the van owned and operated by Moreno Labor Farms in Umatilla. It is believed the workers were returning after work to the Hermiston / Umatilla area.

ABRAHAM ROSAS VADOVINOS was cited for Unlawful Operation of a Motor Vehicle Without a Valid Operators License.

OSP was assisted at the scene by the Morrow County Sheriff's office, Boardman Police Department, Boardman Fire Department and Ambulance, Hermiston Ambulance, Irrigon Ambulance, and ODOT.

Update: Photo Released - Double Fatal Motorcycle Crash - Highway 97 south of Biggs Junction
Oregon State Police - 06/15/08
Two people died Friday night after the motorcycle they were riding struck a guardrail on Highway 97 about one mile south of Biggs Junction. No determination of who was operating the motorcycle at this time.

On June 13, 2008 at approximately 9:10 p.m. a 2003 Harley Davidson with two occupants was northbound on Highway 97 south of milepost 1 negotiating a left curve when it struck a guardrail on the east side. Both occupants were ejected from the motorcycle and pronounced deceased at the scene. The motorcycle came to a stop about 1,000 feet north of the victim's locations.

Oregon State Police troopers from The Dalles Area Command office investigating the crash are still trying to determine who the operator and any contributing factors. The victims are identified as JAMES EDWARD CABA JR., age 51, and LAURA LYNN LAMB, age 33, both from Wasco. CABA came to rest on the highway. LAMB was ejected over the guardrail and came to rest off the highway. Both were using protective helmets.

ODOT and local emergency responders assisted at the scene. Highway 97 was closed for 3 1/2 hours.
